Allegheny County’s prevention efforts have resulted in a decline in the number of children in foster care. In January 1996, 3,318 children were in foster care; as of August 1, 2007, the foster care population was 2,402, a 28 percent decrease. More than 65 percent of the children that the Department serves remain at home with services for the entire time that they are involved with the agency.

Healthy Families NY Keeps Children Safe

A three-year randomized trial evaluation of Healthy Families New York found that parents in the program have more positive parenting skills and attitudes. They are less likely to abuse or neglect their children. In disciplining their children, they are more likely to use appropriate limit setting and less likely to use physical punishment.

Since 1994, Youth Villages has tracked outcomes on more than 11,000 youth who have completed its in-home program. Two years post-discharge, 82% of these youth were living successfully in the home. Additionally, 83% had no reported legal issues and 82% were successful in school. According to Youth Villages materials, the program design allows them to serve five children for the price of maintaining one child in residential treatment.
